For Hatchlings
In order to become a learner you must wait at least 12 days from the acceptance of the application. Why? Because 2 days is equivalent to one moon on HOY and all hatchlings must be at least 6 moons to become a learner, and 2 * 6 = 12. This applies no matter what age the Hatchling is made at. This is so flock leaders don't have to make new ceremony threads every second. The mathematics behind it applies only to newborn hatchlings, however.

At least 3 training sessions; these include one hunting, one fighting, and one learning the territory. Note: Being shown the borders does not have to occur if the learner has been on two border patrols (one for each border). Also, hunting patrols and hunting training are not the same things. Hunting training is mainly learning techniques and catching little prey while hunting patrols are for all-out hunting.
The learner must have been on at least 2 patrols. The balance of hunting and border patrols doesn't matter.
The learner must have done at least 2 chores in the flock. (Chores include the following: providing new nests to any den, bringing moss to the flock, bringing water to the sick/elderly/mothers/hatchlings, helping a Healer bird get herbs, or anything your trainer can think of.)
The learner must have been to the mountain peak with their trainer to speak with their ancestors.
The learner must have an assessment for both hunting and fighting. Whether this is an all-in-one assessment or two separate assessments doesn't matter.
Man, that sure is a lot! How will all that ever get done? That exact thought process is why there are two other routes.
If your character has been a learner for one real life month, they are eligible for their flyer ceremony, regardless of training status.
If your character has done something so amazing that their flock leader is astonished, then that flock leader's RPer may choose to make your character into a flyer early! As far as HOY's history is concerned, this has only happened once or twice, so it is really rare, it can be done.

Have been to at least 2 meetings with Starflock.
Have had at least 2 flyer learner training sessions: one for basic hunting and one for basic fighting.
Have had at least 4 healer training sessions. (Herbs, how to treat, etc.)
Have gone out to get herbs at least 4 times.
Have learned all of the most common herbs and their uses. No, this doesn't mean memorized, it just means your bird has to know them IC.
